Our target candidate has manufacturing experience and has managed multiple customer programs. This candidate will have experience working with customers and business departments to manage the triple constraint of schedule, budget, and scope.

The Program Manager is responsible to deliver all projects on time, within budget and within scope. Managing this Triple Constraint (schedule, budget and scope) while achieving 100% Quality is the primary function of this position. The Program Manager serves as the main point of contact for the contracting customer (internal and/or external) and must coordinate cross-functional internal resources, third party/vendors and involve all relevant stakeholders to successfully execute the program. The responsibilities may extend throughout the entire product or program lifecycle.

Program Manager Responsibilities

Define program objectives and strategies, to include objectives consistent with customer and contract requirements.
Review and evaluate technical and business aspects of customer requests for proposals and / or change requests including technical feasibility and requirements flow down and analyses
Ensure proper performance of tasks (timely start and completion) necessary to ensure the most efficient and effective execution of the program and assure fulfillment of cost, quality, and schedule objectives. Identify, track, manage and assist in resolving program issues
Assign areas of responsibility for the program, communicate plan and ensure resource availability and allocation
Lead the preparation of customer bid packages and internal project appropriation requests including coordination and review of statement of work, technical proposals, engineering cost estimates, and program schedules.
Create, monitor, and update program plans in sufficient detail to monitor and track progress and that which is consistent with program requirements and objectives. The plans must define the required processes / activities of various functional groups to achieve customer defined milestones / deliverables.
Conduct regular program reviews with stakeholders (core team, leadership and customers) to evaluate current and projected progress against the approved plan using appropriate tools and techniques
Monitor and proactively manage changes to the project scope, project schedule, and project costs using appropriate verification techniques. Ensure changes in scope are thoroughly documented and approved prior to investing company resources.
Coordinate sufficient in-house product reviews with various functional groups to ensure product designs are manufacturable, achieving design to cost targets and the overall program is achieving planned profitability while the satisfying customer contract.
Perform risk management analyses to minimize/mitigate project risks using appropriate tools and techniques.
Facilitate a complete and orderly transition of the product from the programís engineering design and development phase to full scale production.
Evaluate production schedules for possible delays and develop alternative actions with operations personnel to satisfy customer requirements.
Communicate as appropriate to keep customer aware of schedules, delivery dates, scope change impacts and potential deviations and countermeasures
Establish and maintain positive working relationships with customers through frequent oral and written communication. Coordinate customer required technical and program progress reviews.
Lead contract negotiations for the program to assure contract terms and conditions are clearly defined, understood, and acceptable.
Create and maintain comprehensive project documentation
Develop and ensure adherence to standard processes and procedures throughout all phases of the program.\
Supervisory Responsibilities: This position has no formal supervisory responsibilities.

Minimum Required Qualifications:

BSEE preferred or equivalent and;
5 years in project management capacity to include all phases of project development and execution or;
Equivalent combination of education and experience
Certificates and Licenses: None required.

OTHER REQUIRED QUALIFICATIONS:

Demonstrated ability to decompose complex problems into actionable elements
Microsoft Project, Visio Proficiency
Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.); Web proficiency.
Ability to travel 25% of the time
Excellent verbal and written communication skills
Excellent customer facing and internal communication skills.
Solid organizational skills including attention to detail and multi-tasking skills
Excellent people skills; a demonstrated ability to lead people and get results
DESIRED QUALIFICATIONS:
Formal training in program or project management such as demonstrated by PMP or DAWIA Program Management credentials
Experience with Earned Value Management Systems
Security Clearance
Strong background in electronics manufacturing
US citizenship due to International Traffic in Arms Regulations (ITAR)

Qualifications BS in Engineering
5-10 years of experience managing programs
Aerospace/Defense Industry Experience
